The JFC is a joint fundraising committee composed of Citizens for Rauner (“CFR”) and the Illinois Republican Party (“State Party”) (the “Committees”, collectively).
Any contributions to the JFC permissible under the Federal Election Campaign Act, as amended (“FECA”), the Illinois Election Code, and the Illinois Procurement Code from donors who have not exceeded their applicable Federal contribution limits shall be allocated among the Committees pursuant to FECA and the following method:
a. State Party (Federal account) will receive, for deposit in its general account, any contribution made by an individual or non-multicandidate federal political committee to the JFC in an amount not to exceed $10,000 per calendar year; and
b. CFR will receive, for deposit in its general account, any contribution to the JFC made by an individual or non-multicandidate federal political committee, after the first $10,000 in a calendar year; and
c. State Party (Federal account) will receive, for deposit in its general account, any contribution made by a federal multi-candidate committee to the JFC in an amount not to exceed $5,000 per calendar year; and
d. CFR will receive, for deposit in its general account, any contribution to the JFC made by a federal multi-candidate committee, after the first $5,000 in a calendar year; and
e. CFR will receive, for deposit in its general account, any contribution made to the JFC by a corporation, labor organization, Illinois political action committee, Illinois candidate committee, and any other contribution not permissibly deposited into the State Party federal account.
The contributor’s signature below shall serve as written designation of his or her contribution to a particular Committee described above.
Pursuant to 11 CFR § 102.17(c)(2), all contributions otherwise permissible under FECA, but which would cause a contributor to exceed any applicable Federal contribution limit to a specific Committee, shall be reallocated to the remaining Committees to the extent permitted by FECA according to this allocation formula. Any contribution that would cause a contributor to exceed any applicable Federal contribution limit, even after re-allocation, or is otherwise impermissible under FECA or Illinois law shall be refunded to the contributor. Any contributor may designate his or her contribution to a specific participating Committee(s), to the extent permissible by FECA and Illinois law. Any contributor may make his or her contribution payable directly to any of the specific participating Committee listed in the Preamble to this Notice. Any such designated contribution that causes the contributor to exceed the contribution limit to the designated Committee shall not be reallocated by the JFC absent the prior written permission of the contributor as required by law. Contributions from sources prohibited under the FECA will be distributed only to those Committees that may accept them.
Contributions to the JFC, or any of the participating Committees individually, are not deductible as charitable contributions for Federal income tax purposes. All funds received by or allocated to Illinois Republican Party in response to this solicitation will be subject to federal contribution limits and prohibitions. Contributions to Illinois Republican Party from corporations, labor unions, foreign nationals without “green cards” and federal government contractors are prohibited. Contributions to CFR will not be used for the purpose of influencing any federal election.
Federal law requires us to use our best efforts to collect and report the name, mailing address, occupation, and name of employer of each individual whose aggregate contributions exceed $200 in an election cycle or calendar year, as applicable. Illinois law requires Citizens for Rauner to obtain the name and address of each contributor who gives Citizens for Rauner more than $150 in aggregate in a calendar quarter, as well as the occupation and employer of each individual who gives Citizens for Rauner more than $500 in aggregate in a calendar quarter. A copy of Citizens for Rauner’s disclosure report filed with the State Board of Elections is (or will be) available on the Board’s official website (www.elections.il.gov) or for purchase from the State Board of Elections, Springfield, Illinois. Illinois state contractors, their subsidiaries and affiliates, their significant shareholders and executive employees and the immediate families of each, contribute to an Illinois gubernatorial candidate at the risk of ineligibility for present and future state contracts, and the candidate cannot keep the contribution.
Brokers, dealers, municipal securities dealers, associated municipal finance professionals and political committees controlled by one or more of these contribute to an Illinois gubernatorial candidate at the risk of ineligibility for municipal securities business in Illinois, except for a de minimis exception of a $250 aggregate per election contribution permissible for those individuals who legally may vote for the candidate.
