Issa Victory Fund (“JFC”) is a joint fundraising committee composed of Darrell Issa for Congress (the “Campaign Committee”), Invest in a Strong and Secure America, Majority PAC, and NRCC (each, a “Committee,” and, collectively, the “Committees”). Any contribution to the JFC permissible under the Federal
Election Campaign Act, as amended (“FECA”), from contributors who have not exceeded their applicable Federal contribution limits, shall be allocated among the Committees pursuant to FECA and the formula set forth in this Notice.
Contributions Made by an Individual or Federal Non-Multicandidate Political
Committee:
Individuals or federal non-multicandidate PACs may contribute up to $264,100 annually. Such contributions shall be allocated in the following order:
1.Campaign Committee shall receive any contribution not exceeding $2,800 for the general election, provided such limits apply.
2.Campaign Committee shall receive any contribution not exceeding $2,800 for designation to the 2020 primary election (to the extent lawful debts from that election remain outstanding).
3.Invest in a Strong and Secure America shall receive any contribution not exceeding $5,000 annually.
4.Majority PAC shall receive any contribution not exceeding $5,000 annually.
5.NRCC shall receive for its general account any contribution not exceeding $35,500 annually.
5. NRCC shall receive an equal share of any contribution not exceeding $213,000 annually, not to exceed $106,500 for its Legal Proceedings Fund and not to exceed $106,500 for its Building Fund, provided such limits apply.
Contributions Made by a Federal Multicandidate Political Committee:
Multicandidate PACs may contribute up to $125,000 annually. Such contributions shall be allocated in the following order:
1.Campaign Committee shall receive any contribution not exceeding $5,000 for the general election, provided such limits apply.
2.Campaign Committee shall receive any contribution not exceeding $5,000 for designation to the 2020 primary election (to the extent lawful debts from that election remain outstanding).
3.Invest in a Strong and Secure America shall receive any contribution not exceeding $5,000 annually.
4.Majority PAC shall receive any contribution not exceeding $5,000 annually.
5.NRCC shall receive for its general account any contribution not exceeding $15,000 annually.
5. NRCC shall receive an equal share of any contribution not exceeding $90,000 annually, not to exceed $45,000 for its Legal Proceedings Fund and not to exceed $45,000 for its Building Fund, provided such limits apply.
Contributions to Issa Victory Fund, or to any participating Committee individually, are not deductible as charitable donations for federal income tax purposes.
Contributions from corporations, labor organizations, national banks, federal government contractors, foreign nationals without green cards, and other federally impermissible sources are prohibited. The contributor’s signature designates his or her contribution to the elections described above. Contributions that exceed a donor’s contribution limit to a participating Committee shall be reallocated to the remaining Committees according to this allocation formula to the extent permitted by FECA. Contributions allocated to Darrell Issa for Congress and designated to the repayment of outstanding lawful debts incurred in relation to the 2020 primary election shall be reallocated if Darrell Issa for Congress receives sufficient contributions to pay such debts. Any contributor may designate his or her contribution to a specific participant Committee to the extent permitted by FECA.
Federal law requires us to use our best efforts to collect and report the name, mailing address, occupation, and name of employer of each individual whose aggregate contributions exceed $200 in an election cycle or calendar year, as applicable.
