On election day, May 20, 2025, Todd Vaughn won re-election to Position 4 of the Umpqua Public Transportation District.

County Clerk Dan Loomis processed more than 49% of the total ballot returns during an 8-day blackout AFTER ELECTION DAY.

Of the ballots counted after election day, more than 55% of the votes went for the candidate Dan Loomis wanted to win.

Dan Loomis denied requests by the Chief Executive Officer of the Umpqua Public Transit District for all reports that could determine the legitimacy of the election results.

For the first time in Oregon's history, the CEO of UPTD refused to certify the election.

Todd believes all elections should be conducted in plain sight, not behind closed doors under reporting blackouts.

So, on behalf of the People of Douglas County and all of Oregon, Todd filed suit against Dan Loomis to force him to make the key reports that confirm the legitimacy of the election process available to the public.
