Many small non profit OHV volunteer trail maintenance organizations have complied with every aspect of their OHV grant agreements. In fact they provided 30% more work and 50% more volunteerism than agreed to in the OHV grant contracts.
Yet the California Off Highway Motor Vehicle Division recently issued a misguided audit finding to non profit OHV grant recipients claiming more than 34% of the grant expenses as "unsupported" and are demanding them to refund $555,000. But, to be clear, California Off Highway Motor Vehicle Division had already approved these expenses, yet now a different department is demanding these small OHV non-profits return funds already expended on approved trail maintenance expenses.
The legal basis for these audits is questionable, and we need to stand with our OHV non-profit allies in challenging these unfair audits, which threaten the long term viability of the targeted OHV volunteer organizations.
